First brain-wash system

What was the first brain wash system established on Earth. 
A group of people gathered together and wrote ideas on how to trick other people into breaking land laws in enemy country lands.
This group in one week decided to make up intelligent lies about tricking people not to believe in God. 
Atheism was formed.
If the people were lied to be influenced to think God does not exist; atleast 10% will not follow God's commandments and break land laws.  They will break the laws to gain extra materials. 
If  the police are too busy to find different criminals, they will have opening broaders for enemy countries to attack. 
Their  (Atheist groups) had a plan of 10-16 years to influence the people. 
The leaders of countries that did not stop praying to God defended from the enemy the most efficient way. 
Atheism is the first brainwash system

Do not believe in liars

Do believe in God and God's commandments
